Emergency Rescue Drill in Flood Season of Yellow River Hukou Waterfall Tourism Area in 2021

On June 29, 2021, Yellow River Hukou Waterfall Tourism Area in Ji County, Shanxi Province, carried out an emergency rescue drill during the flood season in 2021.

The drill was the simulation of emergency response in flood season, following the procedures from emergency report and rescue to emergency command and coordination and to on-site rescue. It involved search and rescue of trapped people, rescue of injured people, emergency rescue and other contents, covering all the scenarios of emergency rescue and treatment in case of emergencies happened in flood season.

More than 100 people participated in the emergency rescue drill, including the Emergency Response Department of Hukou Waterfall Tourism Area Development Center, departments of Hukou Branch of Hongyuan Cultural Tourism Group Co., Ltd., militia emergency rescue team, Hukou Town Government, Hukou Town Health Center, Hukou Police Station and Hukou Traffic Police Force.

Wu Jimin, director of Hukou Waterfall Tourism Area Development Center, Yang Zongru, deputy director of Hukou Waterfall Tourism Area Development Center, relavant person in charge of Bureau of Culture and Tourism of the county, Bureau of Emergency Management and Hukou Branch of Hongyuan Cultural Tourism Group Co., Ltd. participated and watched the rescue drill together.

During the drill, all the departments cooperated well, with their prompt response and scientific and reasonable emergency treatment. The drill was successfully completed, and the expected targets were achieved, with the team being well trained and cooperation further deepened.

After the drill, Wu Jimin, director of Hukou Waterfall Tourism Area Development Center, made a summary. He said that the Emergency Response Center Department and Hongyuan Cultural Tourism Group Co., Ltd. had attached great importance to the drill, modified and improved the plan and measures for many times, and carefully arranged the whole process of the drill step by step. Through this drill, it was further clarified how to carry out the emergency rescue scientifically and reasonably in accordance with the emergency handling procedures and responsibilities in the event of any emergency, so as to carry out the rescue in an orderly, effective and safe way without panic. It showed that the emergency response team of the spot was united, well-trained and strong.

Mr. Wu also emphasized that the expected goals of the drill were achieved properly, which could also be seen as a kind of experience accumulation to deal with emergencies in the future. He stressed that the drill was just a drill undeniably, so there were also some problems to be solved and shortcomings to be overcame, as follows: first, the in-depth combination of drill and practice was still needed; secondly, there was still rooms for participants in this drill to improve in terms of cohesion of actions; finally, the scope of the drill was not comprehensive enough, and further expansion was needed.

Safety first. Where there is no safety guarantee, there’s no room for tourism development.

For the future safety assurance, Mr. Wu put forward three requirements. The first one is to further improve the emergency scenarios. Drills are not only the test of the scenarios, but also the test of rescue capabilities. It is important to test the scenarios to see if they are scientific and reasonable, if they are practical, feasible and effective through carrying out drills for multiple times, so as to comprehensively improve the response, rescue and coordination capabilities of the emergency rescue system. The second one is to further strengthen emergency response and treatment. With the continuous development of the scenic spot, there will be more and more tourists coming, which puts forward harder requirements dealing with emergencies. Emergency rescue is the bottom line of safety and the key means to reduce casualties and losses, so it is necessary for all of us to pay more attention to it. All the departments should constantly improve emergency scenarios based on the actual situations, formulate scientific, reasonable and effective measures to ensure that once something happens, it can be handled and shall be handled properly and to ensure that there are proper measures could be taken in time. The third one is to further strengthen safety management. Considering the situations of Hukou Waterfall Tourism Area itself, many relevant factors should be taken into consideration, including road traffic, geological disasters, fire and flood prevention, icicle falling and drowning, stampede accident, food safety and so on. All the departments should take their actual situations and duties into consideration, combining with circumstances in terms of climate, time and key sections, so as to find out the main tasks and difficulties related to safety. After that, effective measures should be taken to ensure zero accident happens in Hukou Waterfall Tourism Area, providing a safe, comfortable, pleasant and healthy tourism environment for tourists at home and abroad.
